Administrative Coordinator, Airfield Services

Southport is a not-for-profit property management and development company, located 3 km south of Portage la Prairie, Manitoba, Canada. Southport is looking for a full-time, Administrative Coordinator, Airfield Services. Reporting to the Director, Airfield Services, the Administrative Coordinator supports operational activities, which includes supporting project management, tendering, evaluating resource deployment, asset, and maintenance management, as well as the software tools used to support business activities. The Administrative Coordinator will leverage existing data sources to optimize operational activities using a variety of data sources/input. Additionally, this role conducts research and implements best practices and emerging technologies related to business systems and processes.

Key responsibilities:

The following key activities include, but are not limited to:

Project Management and Tendering

  • Develop, update and publish tender package in conjunction with project manager
  • Support contract award processes including:
    • the creation of Bid Summary spreadsheet
    • Receive, tabulate, and file bids
    • Contractor notification
    • Contract creation
  • Maintain template documents associated with tendering process.

Administrative Support

  • Suggestions for continuous improvement methodologies. 
  • Under the direction of management, develops and maintains policies, plans of operations, standing operating procedures, work instructions and other materials in support of Airfield Services and Strategic Partnerships.
  • Basic understanding about the importance of process and procedures, as well as quality management systems.
  • Coordinate meetings, document discussion and actions, develop and circulate agendas and minutes, prepare presentations, follow-up on actions list.

Administer Operational Programs Including

  • Airport Traffic Directives
  • Airport Safety Management System
  • Workplace Safety and Health
  • Vortex

Southport Business Systems and Analysis

  • Acting as super-user, provides advanced support and librarian skills to Southport’s Document Management System and other business systems (Q-Pulse, SharePoint, etc.)
  • Review feedback from various measurement tools (surveys, metrics, scorecards, reports, individuals, etc.) and complete one or more of; assess for potential solutions/concepts, report to stakeholders for consideration, provide implementation assistance, implement real-time adjustments.
  • Sound understanding about the importance of process and procedures, as well as quality management systems.
  • Other Duties as assigned.

Position Requirements:

  • Demonstrated written and verbal communication skills.
  • Minimum 3 years’ experience performing administrative duties or equivalent combination of experience and education.
  • Proficiency in Microsoft suite of business system applications.
  • Experience in contracting and tendering would be considered an asset.
  • Excellent time management skills and the ability to prioritize work.
  • Demonstrated ability to work with minimal supervision both independently and as part of a team.

Manager, Airfield Services

Southport is looking to grow its dedicated team with the addition of Manager, Airfield Services is responsible for the maintenance, safety, and operational readiness of all airside roads, runways, taxiways, grounds, and the operation, maintenance, inspection, and certification of navigational aid equipment and related systems at Southport Airport.

Reporting to the Director, Site Services, the Manager directs all airfield equipment operations and maintenance including Snow and Ice Control (SNIC), turf care, and seasonal programs, and ensures the fleet is dependable and ready for year-round demands. They lead a team of one Lead Hand, one Navigational lead, five Airfield Maintenance Technicians (AMT), one Airfield electrician, one Nav Aids tech, and two Real Seal–certified Heavy Duty (HD) Mechanics, providing clear direction, performance support, and coordination with internal teams and contractors to maintain uninterrupted airfield operations.

Key Duties & Responsibilities:

Airside Pavements Maintenance:

  • Oversee the inspection, maintenance, and repair of all airside pavements, including asphalt, line painting, pothole repairs, and general surface upkeep.
  • Monitor and manage airport signage and airside drainage systems to ensure safe and compliant operations.

Operations & Maintenance Navigational Aids:

  • Oversee daily operation, preventative maintenance, and calibration of all navigational aids, lighting systems, and airfield electronic equipment.
  • Oversee preventive maintenance on all airfield communications, radar, navigational and landing aids.
  • Ensure reliable performance of systems such as ILS, NDB, VOR, PAPI, runway/taxiway lighting, and approach lighting systems.
  • Schedule and conduct regular inspections, troubleshooting, and repairs in accordance with manufacturer guidelines and regulatory requirements

Regulatory Compliance & Certification:

  • Maintain compliance with Transport Canada, NAV CANADA, and International Civil Aviation Organizations (ICAO) standards for navigational aid systems.
  • Liaison with NAV CANADA on behalf of Southport
  • Document regular testing, flight checks, and certifications to maintain operational approval.
  • Ensure all maintenance logs, service records, and compliance reports are accurate and up to date. 

Safety, Compliance, & Risk Management:

  • Ensure all airside and grounds activities comply with relevant federal, provincial, and municipal safety and environmental regulations.
  • Conduct routine inspections to identify hazards, deficiencies, and maintenance needs across pavements, grounds, and equipment.
  • Maintain accurate records, logs, inspection reports, and compliance documentation.
  • Lead the setup, optimization, and continuous improvement of systems and processes, including troubleshooting and IT coordination.
  • Support risk mitigation activities and ensure alignment with Southport’s Safety Management System (SMS).
  • Responsible for the Groundskeeping portion of Southport’s SMS program, including management of the Wildlife Management program, ensuring proactive risk reduction and regulatory compliance.

Seasonal Operations:

  • Plan, lead, and supervise all snow and ice control (SNIC) activities to maintain safe and accessible runways, taxiways, aprons, and airside routes.
  • Ensure summer and SNIC operations meet contract and regulatory requirements.
  • Coordinate pre-event planning for major snowfalls, including resource allocation, equipment readiness, contractor coordination, and proactive communication.
  • Manage seasonal cleanup activities (spring/fall), including leaf removal, surface preparation, and die/pack marking.
  • Coordinate winter maintenance operations with Flight Dispatch, including staffing, training, scheduling mechanics/technicians, and managing materials and chemicals.
  • Maintain inventories of snow and ice control materials and ensure all equipment is functional and serviced.
  • Conduct seasonal evaluations of all movement-area paint markings.

Team Leadership & Coordination:

  • Lead, schedule, and supervise HD Mechanics, AMTs to ensure safe, efficient, and high-quality work practices.
  • Ensure a positive serviceability rate on all equipment.
  • Complete required operational reports, documentation, and regulatory records.
  • Provide training, coaching, mentorship, and performance feedback to team members.
  • Coordinate with contractors, vendors, and suppliers to support specialized work and timely project completion.
  • Represent Southport in stakeholder discussions and maintain open communication with internal and external partners.
  • Deliver performance-based reporting aligned with contract and operational requirements.
  • Ensure staff comply with all safety protocols.

Budget & Resource Management:

  • Assist in preparing and managing annual budgets for roads and grounds maintenance, and recommend capital improvements.
  • Monitor expenditures to ensure cost-effective use of materials, labour, and contracted services.
  • Participate in equipment procurement, including research, vendor engagement, and recommendations.
  • Maintain inventories of equipment, tools, and supplies to ensure operational readiness.
  • Stay current with industry best practices, regulatory requirements, and airport maintenance standards.

Position Requirements:

  • Diploma, certification, or equivalent experience in Airfield Maintenance, Civil Works, Horticulture, or a related field (required).
  • Training in heavy equipment operation, snow removal, or turf management (preferred).
  • Accredited Airport Executive (AAE) or membership with IAAE (asset).
  • Minimum 5+ years of experience in infrastructure, airfield, municipal, or industrial maintenance environments.
  • Minimum 3+ years experience leading teams, scheduling staff, and managing operational or contract performance.
  • Experience with airfield snow and ice control programs (asset).
  • Experience collaborating with vendors, contractors, and external partners.
  • Experience maintaining or coordinating repairs for heavy equipment such as plows, loaders, mowers, sweepers, and graders.

Manager, Technology & Systems

Southport is looking to grow its dedicated team with the addition of a full-time Manager, Technology & Systems. This role supports the governance, planning, and oversight of Southport’s technology environment, including systems, cybersecurity, and vendor-delivered services. Reporting to the Chief Financial Officer, this role works closely with internal stakeholders and external partners to support technology initiatives, vendor relationships, and technology operations, helping ensure systems are secure, reliable, and aligned with business and operational needs. The ideal candidate brings a combination of leadership capability, technical understanding, and a collaborative approach to supporting a dynamic and evolving technology environment.

Key responsibilities:

Governance, Risk & Compliance

  • Maintain Southport’s IT governance framework, including policies and standards
  • Provide oversight over vulnerability management and security operations delivered by the FMSP
  • Ensure compliance with regulatory, insurance, audit, and contractual technology requirements
  • Lead data governance practices, including data ownership, classification, access control, and retention standards
  • Oversee business continuity and disaster recovery planning and testing
  • Administers Southport’s cyber security awareness training program

Systems & Project Governance

  • Maintain and action a multi-year technology roadmap
  • Lead and be accountable for delivery of major technology projects and system implementations
  • Rationalize and actively manage the application portfolio to reduce redundancy, control costs, and improve performance
  • Ensure security alignment between internal governance and external support by conducting due diligence reviews of systems and applications inclusive of non-functional requirements
  • Establish and enforce integration standards to ensure data integrity and reduce system fragmentation
  • Provide change management related to new systems, processes, and technologies 

Vendor & Service Provider Oversight

  • Own the relationship and accountability structure with managed service providers and key technology vendors
  • Establish, monitor, and enforce service level agreements (SLAs) and performance expectations
  • Oversee vendor contracts and lifecycle planning

Supporting the Business

  • Provide hands-on support and coordination for technology projects, system improvements, troubleshooting, and user support initiatives
  • Collaborate with internal departments to align technology solutions with operational needs and strategic priorities
  • Provide clear communication and reporting on technology initiatives, and risk as needed
  • Maintain and oversee IT asset management processes, including inventory tracking, lifecycle planning, and equipment coordination

Position Requirements:

  • Post-secondary education in Information Technology, Computer Science, Business Technology, or a related field is considered an asset; an equivalent combination of education and experience will also be considered
  • 2-3 years of experience in IT leadership, technology coordination, or technology management roles
  • Experience overseeing cybersecurity, IT governance, and vendor-managed service environments preferred
  • Demonstrated ability to support or lead system implementations
  • Experience coordinating third-party vendors, contracts, and service delivery; experience working with managed service providers is considered an asset
  • Working knowledge of cybersecurity principles, risk management, and compliance practices
  • Ability to contribute to technology planning and support organizational growth initiatives
  • Strong business acumen, with the ability to understand operational needs and help translate them into technology solutions
  • Strong communication and relationship-building skills, with the ability to work effectively with both technical and non-technical stakeholders
  • Ability to balance strategic thinking, risk awareness, and technical understanding
  • Experience in aviation, government, or other regulated environments is considered an asset
  • Proficiency with Microsoft 365 applications and tools
